You must download the K-Meleon web browser first. After, you simply download this file and extract the contents to the "skins" folder in the K-Meleon installation directory. Then start up K-Meleon and open up the preferences panel and choose this theme. :-)

ummmmmmm where bouts would i be able to find the skins folder? :P

It's in the K-Meleon installation directory, which is located by default at:
C:\Program Files\K-Meleon\

In there, you will find the skins folder. Simply extract the contents to there and you'll be on your way.
